Group Manager Services - Bruce Taylor

The Group Manager of Services for the Norfolk Island Regional Council, Bruce Taylor, commenced with the Council on 1 July 2016.

Bruce grew up in rural NSW, completing his university education (Bachelor of Commerce - Accounting, Finance and Systems) in Sydney. He has over 20 years experience in the commercial sector in agriculture, construction, mining, wine, tobacco and luxury goods industries in Australia, Papua New Guinea and Indonesia.

Bruce’s public sector experience includes 5 years in the Finance Department of the Norfolk Island Administration (NIA) and 8 years as Deputy Chief Executive of the NIA.

Group Manager Corporate / Chief Financial Officer - Rob Carlesso

Rob commenced with the Council on 15 September 2017. He started his first job in Local Government back in 1976 spending five years working at the City of Mordialloc in Melbourne in finance.  From there he went onto many senior and Executive management positions in state business enterprises including Latrobe Regional Hospital, Monash University, State Health, Catchment Management and most recently 15 years working in the Water Sector all in Victoria. These roles were in business administration and finance with the last 20 years as Chief Financial Officer.
 
He is very passionate about long term sustainable outcomes for the future with interests in strategic planning and financial risk management to make sure that we develop a strong base for the advancement of long term community benefits.
 
Rob has a Bachelor of Business (Monash) and is a Graduate of the Australian Institute of Company Directors as well as a Fellow of the Institute of Public Accountants. He also recently completed programs by the International Association of Public Participation for customer engagement in strategic planning.
 
Rob is a keen mountain bike rider and loves all kinds of sports. He is also pretty handy around the house doing renovations as hobby.

Executive Manager Governance and Human Resources - Joy Walker

The Excecutive Manager of Governance and Human Resouces for the Norfolk Island Regional Council, Joy Walker, commenced with the Council on 27 Feburary 2017.

Joy was born in Paddington, NSW, then lived in Cessnock for a number of years before relocating back to Merrylands where she completed her education. 

Joy began her career in local government at Blue Mountains City Council, in the Electricity Department with 22 ½ years in electricity distribution. 

She has over 40 years public and private sector experience in demolition and construction, regional and local tourism, rural lands protection, medical administration and governance, forestry, fair trading, Meals on Wheels and more recently with the National Disability Insurance Scheme (NDIS). She has extensive experience in management, office administration, team management, customer service, human resources, training and assessment and emergency management.

Joy has previously worked as Manager Corporate Services and Human Resources remotely in far western NSW at Central Darling Shire Council, which covers the major towns of Wilcannia, Ivanhoe, Menindee and White Cliffs.

Joy holds a Post Graduate Diploma in Workplace Relations from Western Sydney University and a Bachelor of Social Science in Emergency Management from Charles Sturt University, Bathurst, NSW Workcover Return to Work Coordinator, Cert IV Training and Assessment, Category 3 Compliance Training, Management and Marketing Certificates from TAFE NSW.

Joy’s personal interests on the mainland included volunteering with the NSW Rural Fire Service as a Communication Officer, Air Radio Operator and Community Engagement, where she has volunteered for over 45 years, Camden Haven Chamber of Commerce, Industry and Tourism where she held executive and committee positions, assisting with festivals including music, food and wine, spending time with friends and family particularly her daughter, son-in-law, three beautiful grandchildren and two great grandchildren.

On Norfolk Island, Joy hopes to be able to get involved with community groups to assist in ways where her skills and experience will be beneficial.
